I'll give an answer before this gets moved.
A clan provides you with steady teammates. It reduces the odds of you getting the dreaded weirdo on your team who buys nothing but siege weapons and does not communicate. It also gives you a chance to make a few buddies and compete against other teams. You get the potential for team tactics, and you also can get into some of those passworded games. It works as a reputation multiplier, and based on the clan you choose, people will respect or loathe you the second you put on the tag.
The costs of joining a clan are having to play at certain times of the day and possibly taking orders.

I loved the clan wars. So much fun.
There are times I wish they’d just ban everything- baccy and beer, burgers and bangers, and all the rest- once and for all. Instead, they creep forward one apparently tiny step at a time. It’s like being executed with a bacon slicer.

You join a clan when someone powerful enough in the clan hierarchy(founder, recruiter etc) allows you in. If you accept the invitation, you put the clan tag on and then you have joined the clan.
The best way to join a clan is to have it come to you. Play a good amount of online games and develop some skills. Clans tend to recruit based on skill level, so if you want to be in an elite clan, you need strong skills. If your skills need work, look for clans that train new members. It helps a great deal to get to know people from the clans. Get into the scene. Play games with their members, display improvement, and maybe they'll ask you to join.
You can also go to the clan and ask for a try-out. Ask a clan-leader online or post in the forum of a currently active clan and display your intentions. They may grant you an audience.

Not all clans require that you play at specific times etc. and the clans that do usually have enough players to fill in any time spaces that you cannot play.
