You need to create campaign_descriptions @ C:\Program Files\Activision\Rome - Total War\Data\text, in the similar-named text file. Put your entries under the last but one divider, think the last one is for the BI expansion only. Btw, if can't be bothered to create new descriptions, PM me and I'll send you mine![]()
Currently developing Rome: Total Gameplay (RTG), an unofficial mod for vanilla Rome: Total War v1.5
Features: improved battles, new units to recruit, more buildings to construct, a modified campaign map, and much more!

Or you could go to \Data\world\maps\campaign\imperial_campaign, open descr_strat.txt, and relocate (copy-paste) everything under "unplayable" except "slave" to under "playable". The same can anturally be done for the unlockable factions if need be.
Not terribly complicated, really. Dunno if you need to delete "map.rwm" from \Data\world\maps\base, but it doesn't exactly cost you anything to do so either.

"Let us remember that there are multiple theories of Intelligent Design. I and many others around the world are of the strong belief that the universe was created by a Flying Spaghetti Monster. --- Proof of the existence of the FSM, if needed, can be found in the recent uptick of global warming, earthquakes, hurricanes, and other natural disasters. Apparently His Pastaness is to be worshipped in full pirate regalia. The decline in worldwide pirate population over the past 200 years directly corresponds with the increase in global temperature. Here is a graph to illustrate the point."
