Actually, I believe that was a reference to the Avingon Papacy, at which point the Avingon pope declared the Rome papacy null and void, which technically means that the pope lived in France... but then again, at the same time, the Italian Cardinals elected their own pope in Rome and declared the Avingon papacy null and void, which means the pope didn't live in France... so...

Ah but the statement is 'Does the pope live in France' which implies the present. He did live in Germany but now lives in Italy...maybe its the Romani..hang on there already in it.
