I had thought that it did
I just had a stalemate with a faction, playing M/M. I couldn't expand anymore and my enemies were crowding around. (embarassed)
If I take a faction I'm handy with, I'll play H/M usually. But that's just me.
I usually did h/h
I was told that rebel involvement increases as the difficulty rose and I couldnt handle rebels forming in a province with 200 + loyalty so I stopped at h/h.
I never had a stalemate until I played on h/h... I think EB will change this
I play on h/h or h/m. Too many rebels on vh.

Interesting... i though EB memebers played on the same level, but since Teleklos Archelaou and Lordbula play on different levels this mean no Default level for EB :(
I´m going to leave the Campaign on VH, and the battles i´m going to try Medium, since the few battles i fought on M with a 1:1 ratio were a Heroic victory.
But i have 1 more question, how can you Mod/balance a game if the mod play on different level?...
if I play on H, on the campaign map, the player who play on M will have a different opinion of how hard the game is... Just a thought.. not a complain.
I play on M coz I'm a wus. EB officially suggests VH/M I believe.
If anyone thinks they can make me play on VH/M, they can go ahead and try.
It depends on faction I suppose. Playing Makedonia on VH/M is not a big problem.
Sarmatians on the other hand ... well, rebels nearly crushed me(nearly, because I quit having 30 000 debt and few units left against full stacks of rebels)
