RTW Gold = 1.6 ?

If a person with RTW Gold tried to load a 1.5 mod, would it work? Is there some sort of 'option' on Gold so that the player doesn't have to play BI?

1.5 and 1.6 are not as different as you think. 1.6 is the patch for both BI and R:TW and it consists of the 1.5 patch with extra stuff for patching BI as well. Therefore you can use 1.5 mods for R:TW on the gold version.
