Way back in the stone age, when I went to high school, it was the beginning of "Great Society" programs, and urban renewal. I lived in the Detroit ghetto. What those programs meant to individual students was: some kind of 'measuring' test almost every day. Many of us got sick and tired of filling in bubbles and punching holes in IBM cards daily, answering the essentially same types of questions over and over again. We were usually given no feedback on those tests, as they were sent to some compiler "in the sky" somewhere.
My little clique decided to deliberately fail the tests. We got placed in "Independent Study", and tutored by 2nd year uni students (who got paid federal dollars to 'raise up' dumb inner city kids) - they soon caught on that we didn't need the tutoring, but were ignored when they told school admin's. So we worked with them on their uni assignments instead.![]()
What a waste of money and effort. All because of unclear, top-down but never bottom-up communication.
