Here in australia, telstra (the half govt. owned telco (though that's planned to change)) artifically limited adsl1 to 1.5mb/s (rather than 8) and charges astronomically for its cable plans.

The only headway that has been made in the market is from independant isps who have installed adsl2 and adsl2+ connections in certain exchanges, which can go up to 24mb/s.

The average person has dial up or adsl1, which is depressingly slow. I consider 512kbs to be 'good' Sigh.
