From what Tosa has said publicly, I got the impression that he has no objection to there being an arcade manager per se and no specific objection to you fulfilling the role, so long as you have the support of your fellow Arcade players. But I've not seen him positively endorse you, which is an impression one could form from your Backroom post: "and Tosa agrees".
As I say above, a number of people who've voted aren't current Arcade players, so the required number is somewhat higher than 11, how many more depends on whether they need to be in the top 50 or not.
Edit: I accept that you are willing to do the job, perhaps more so than anyone else, especially given no one else has come forward to offer their services. But I'd personally like more info about what you actually intend to do as arcade manager. For instance, how do you plan to run the competitions, particularly as the possibility of cheating looms large over the arcade at present. How will you chose the games to be played? What about score editing: will it only be if a Member admits to you that the score is false, or will you remove any score you believe to be false? What will you do if one Member accuses another of cheating, but there is no conclusive evidence either way? These are the type of questions I'd like to see answers to.
