For the most part, you don't. My greatest general, conqueror of Italy, crusher of the Rome, subduer of Epeiros etc. etc. (he has at least four heroic victory markers in Italy, maybe five), has only 3 command stars (4 on the attack, he got a Mercenary Captain).

After that many battles, you are likely to have pretty impressive morale boosts for the army, but command stars are very difficult to come by in EB.

Perhaps a bit... too hard to come by? Maybe some further tweaking is in order for the future. It's understandable to try and keep command stars in check so every general isn't a 10 star wonder, but when your stuck with a less than 4-5 star guy after a lifetime's worth of fighting, that just doesn't seem right either.

Gaining command stars is also a function of the difficulty of the battle, win or lose.

Think of it this way: if a general's ICE (Intelligence Charisma Energy) rating is low, it is assumed that his advisors are essentially fighting the battle in his stead, and so he doesn't progress much further than his natural abilities allow him, even if he wins heroic victories continously (in which case he has particularly brilliant advisors!). Only a very small % of your generals (the Hannibals and Alexanders of this world), randomly selected, are capable of reaching 10 stars, and when you get one you'll know about it; once blooded, they'll gain stars very quickly indeed. Which is fair enough, I think. Alexander was a "10-star general" in his 20s...

Ok so your general doesnt gain 10 stars easy. But he doesnt gain 1 star easy either, I have not had a general gain more than two stars during any campaign. Even when he won 100 battles half of wich were heroic. and no they werent stupid and lazy. But I dont care about that, what I care about is that the A.I. is able to have every general with 5 stars or more and all they do is sit in a city the hole time. And no they dont fight any battles because I have a spy watch them the hole time. How is this possible? Does the A.I. have special traits or is it something I am doing?

Oh and they get those traits whether there is any building in the city or not. So how is this so?
