Like Dev said it it's funny, but it's true. The Mexican government does nothing to discourage emigration, on the contrary actually. It's much easier to just let the most dissatisfied people go elsewhere then deal with poverty and other problems.

You mean not just incidents of Mexican Armed gangs - but the Mexican Army which from all reports I have read concerning the units along the border could be functioning in two roles - one as the constituted military of Mexico, and one as an armed gang conducting criminal activities along the border to include running people, guns, and drugs across into the United States.
