How can i add new settlements ?

Please,if anyone here knows...i need the answer....i want to add 2 more settlements to Dacia....1 to Germania...and 1 to Parthia...how can i do this ?

new ones...but without changing the size of the campaign map

that one is a little old (ie the pictures have gone) but you can get the general idea of how to add or even change provinces... remember to make back-ups of each file in case of mistakes and if you don't have an image editing program google 'GIMP' and it will direct you to a free one
