Yes it is possible, and yes it will be quite time consuming.
My advice on this matter would be to;
1, Study your DATA folder and find out what files do what.
2, Read all the tutorials you can find.
3, Install SPQR in a new folder and study what files they had to change to remove those factions in the first place.

What I meant was modding a faction in/out of the game will require modding in a quite a few areas, and this information is best covered over most of the 'basic' tutorials.
