Praetorians are the best Cav.
Praetorians are too unrealistic for my taste (what? strong Roman cavalry?) so I prefer the Parthian cataphracts or Sassanid clibs.

Speed combined with power makes Praetorians the best, imo. Cataphracts can get bogged down too easily.
If you start off close enough to Italia, you can make sure that the Romans never get a chance to hit the reforms. This leaves the cataphracts and whatever the Scythians can offer to challenge them. Perhaps even Macedonian cavalry? Light Lancers have a very powerful charge as well.
