Racist:

This, imo, is racist and inappropriate in todays world.

Ethnic:
Jewish boy to Father: Daddy, Daddy can I have $5 bucks for a guinea pig?
Father: Here's $20 bucks, go get yourself a nice Irish girl.

Crass, but not particularly racial (unless you're Italian and insulted by the difference in monitary worth or value given the girls .... though the boy just wanted a pet).

Racial jokes are meant to be demeaning, an effort to place one race as superior to another. Where as, ethnic jokes make jabs (mostly playful, but can be biting as well) at others ... even themselves (own race).

Making fun of anothers race is racist. period. It is not meant to be humorous, as much as it is meant to place one's own superiority above the others.
