I've done something very similar and it works quite well. It's an extensive mod, but I have some rough notes on the procedure. I've been meaning to turn them into a Tutorial but haven't had the time. If you'd like me to send my notes to you, reply here or send me a PM.

if you just want them to be rebel rather than turn them into a new faction all you need to do is:

    1) Move all their settlements down to the slave faction.
    2) Delete all their armies except the leader
    3) Make sure the leader army is outside a settlement.
    4) Delete all the relative and character_record lines.

So the brutii section in descr_strat has nothing in it except the leader army.

Factions are destroyed when they lose all their settlements so the brutii will be killed off on turn 1 and the leader army becomes rebels.
    It's not a map.

In 1.5 if you change the brutii into another faction and want them no longer following senate orders you will need tor emove the superfaction senate line from their eintry in descr_strat.
