    Egypt's AI behaviour be changed similar like the Roman Senate ? I mean....to not expand,or is hardcoded ?

    The senate expands sometimes if the other romans lose regions adjacent to Rome. So i think the only reason it doesn't expand usually is because it is surrounded by factions it won't attack (and doesn't have any ships).
