    Default Having trouble understanding the gov't system -- Mediolanum problem

    I may not be the first one. :) Read the guides, and I think I mostly understand. But as Rome, I just conquered Mediolanum, and I can only build level iii and iv governments there. There's no marker to let me build a type i or ii government. Is this intentional? Where exactly are the type ii's, if I can't build them in milan?
    On that note, is there some kind of map with where all the government resource marker thingies are?
    And if I am supposed to be able to build a type ii in milan, what happened? Is this a bug I should report? Did the building get destroyed (I thought that couldn't happen)? Is there any way that I can fix it in my pre-existing game?

    That map suggests that you should be able to build a type 2 government in Mediolanium. I also found that I could only build types 3 and 4 so I think it must be a bug. Probably be fixed for the next build.

    OK, thanks. So it's probably a bug then.

    Is it a bug I should report? Not sure on the EB etiquette -- anybody in charge of reporting bugs, or should I go somewhere and whine to someone official?
