It's a mistake that type2 wasn't available. It's something we are still trying to clear up. The places where type 1 was available - we had just thought no reason would exist to have type2's there too, but obviously there is. We will try to make sure that all places that get type1's will also get access to type2 in the next build.

I was wondering about the government types and glad to see thats being handled. I dont think I'll battle the ships in port unless the AI will do it as well. I'm guessing the new patch will add more units to the roster so I need to stop complaining about that.
I still think the rebels are a little too much. I can understand the desire for a challenge, but having full stacks in every single city does limit AI expansion as stufer said. Even with AI getting all of that money, Ive found that if the AI factions get unlucky to have repeated rebel appearences in the early game, then they waste their entire population trying to kill them and eventually are left boxed in.
