According to the Temporary Unit Recruitment Guide to recruit Hetairoi as Makedonia you need: level I government (homeland) and MIC level 5 (the last upgrade) in Sardika, Apollonia, Epidamnos, Pella, Tylis or Demetrias. No events are needed AFAIK.
