Orwell, in my (limited) knowledge, the senate would be the ones to decide where the army was sent and what their objectives for the campaign would be, i.e. they would have strategic control. The generals would decide how best to acheive those objectives, i.e. have operational and tactical control.
So yes, the senate gave orders for conquests and not the generals. But generals would have been members of the senate for the most part anyway as one tended to make it as a general primarily through political appointment and connections.
Of course, this is just for the republican period, as Wigferth Ironwall said.

This line is from the EB export_descr_buildings.txt so the vanilla one was even simpler factions rarely shared temples.

I wouldn't think they would have 100% of startgic contorll in the milltary.During this time it would take months for oders being sent form rome to all the way to a legion. So a genral( in Roman milltary Leginary Cammander, Imperitor etc) would have power to make quick statgic dissions so that he doesn't have to wait six months to get orders that are outdated.I think the senete would be like how our milltary is kind of like the legistion goes tell the milltary what country invade and they make the plans to invade the country.
