Which took all of 5 lines to change just add romans_senate to the various temples you want to change

temple_of_governors_large_temple requires factions { gauls, britons, carthage, dacia, egypt, spain, germans, greek_cities, thrace, seleucid, macedon, numidia, pontus, parthia, scythia, romans_brutii, romans_scipii, romans_julii, romans_senate,}

This line is from the EB export_descr_buildings.txt so the vanilla one was even simpler factions rarely shared temples.
