Is all else equal? Generals? Morale? Experience? Weapons and armor upgrades?

Well, it could have to do with the way these are used. Maybe Sarmation aren't meant for hand-to-hand like the Scholae Palantinae. They may be meant mainly for flanking hard, like a heavy cavalry. It really beats me, but I don't know what to tell you.

Troops per unit are equal right? Also, who charged?

It may have something to do with the Scholea Palatine having lances and the Sarmatian Auxilary having just sword. Don't know though its been forever since I've played BI, blessed be EB.

Overall The Palantinae have heavier armour and a better cavalry weapon. They're also a diciplined unit in contrast to the barbarian Sarmatians (I think). Throwing the odds back in the palantinaes favour.

Campaigh wise the sarmatians are a better option for the Roman army due to their lower tech requirements and faster production. Personally i use them to hunt pesky horse archers down. At which they excel.

Simply, the Scholae Palantinae has a better morale.

Are you sure they are better? With two lower attack and one lower defence, I can't see why they would win. Their morale is one higher, but I doubt that is enough to compensate. I think CA dropped the ball balancing these two units. The SP are pointless compared to the SA (who also have the key advantages of being one turn builds and fast cav.).

I really can't think of anything else (That is, if Scholae Palantinae 'does' beat Sarmatian Auxillia).
