I don´t think it´ll work for BI or 1.3, as it was abandoned before either was available, if I remember correctly. I suppose you can still do the general map editing (ground types, settlement positions, heights, climates and resources) with TiME, though height will need to be converted, as TiME edits the tga. Plus, you may have to do other 1.2-to-1.5/1.6 converting stuff to get the map to work.
For character editing and placing and the like there´s another editor, by someone named Braden, I think. I haven´t tried it yet, but it looks promising.
