It's kind of underused really, the Allemanni should be able to horde. The hordes just show how powerful the barbarians were in real life and how it was almost impossible to retain the empire.
Bombasticus: the easy way of wiping a faction out is going on a regicide spree: kill all their members.

Yes but say you took the last settlement from someone and pillaged it they just could move on as they do or circle around and take it from teh rebels or is the AI that smart?

There's no point. Apart from the Franks, Roxolani and Sarmatians, the hording factions are nowhere near their goals at the start. They simply must horde and move away. The Roxolani will be driven off by the hordes or Sassanids, and Sarmatians are always attacked by hordes and the Romans anyway, so hording is in their best interests. The Franks are the only ones that don't need to horde.
