descr_battle_map_movement_modifiers.txt is your only text file - that will slow all troops movement over various surfaces. It won't do anything to the animations though so they'll appear to slide.

More questions rise... Can I edit morale penalties and bonusses for different events? (general death, unit proximity etc etc etc) And, the attack bonus a unit gets when attack from the flank or rear? or the defense penalty for a unit which is being attacked from behind or at the flank?

Nope, hardcoded, though you can try editing the unit stats to see what effect that has on those events.
