People have debated wether the Total War style would fit a game about modern warfare. I think the common consensus(sp?) was that it wouldn't.
You could have some very primitive forms of gunpowder I guess. The bullets would be faster than a slingshot, be less accurate, far less accurate, be faster, and take a long time to reload.

Gunpowder warfare is being fought daily on MTW/VI! It is Napoleonic Total War (NTW). I haven't play the latest version of it, but I think it has plenty of gunpowder :)
Totalwar is suitable to formational warfare. Modern warfare, due to increased fire power, it is a zone warfare. "If you see the enemy, you are dead". Troops advance in dispersed formation, etc.
That being said, it is imaginable to mod the game so that a game's unit represents, say a tank company of 14 tanks (US tank unit). They would advance in formation, etc. Difficulties is to represent the other aspects of modern warfare. Without the counter balance of infantry, artillery cover, anti-tank mines, aero support, tanks would reign supreme and it would make a very boring game. So I suggest we stick at formational warfare: the latest you can go is perhaps american civil war.
In formational warfare with gunpowder, guns became more important, but still not have the range and accuracy, firing rate, of modern guns. The importance of morale and concentration of fire is still important, so going together in formation actually increase your chance of survival (something very hard to grasp for us modern people, "gosh, why do you advance in line, stand and shoot, it is crazy!").

The kinetic energy of the projectile is a constant in total war. This isn't accurate as projectiles will loose kinetic energy as they slow down, but they never slow down in total war. However, the scale of distance of the battles is such that this should be a large effect for the gunpowder weapons of the era. This means, if you make the effectiveness of a volley high at short range, it's too effective at long range, and, if you make it weak at long range, it's too weak at short range. It affects all versions of total war. The only reason you see any difference in kills between short range and long range is that a projectile is more likely to hit the target at short range, but this difference is not as large as it should be.

I really liked the Close Combat series approach to modern warfare though it suffered from poor AI. The top down view was also limiting.
