How do I recruit troops???

I'm having trouble recruiting troops in a lot of my provinces. I'm playing as Iberia, and here's what I have in my capital city:

Population: 8355
Governor's Palace, the 2nd highest level MIC, a class 3 government, walls, a market, roads etc. etc.

Yet, I still can only recruit spies and diplomats, not military units. What am I doing wrong? I have similar facilities in another city and can recruit my best units there. What gives?

that's probably a bug, you should have a type 1 government in your capital city. Did you move your capital elsewhere?

Can you destroy the type 3 government building and build a type 1? Maybe that will fix it? I didn't play an iberian campaign yet so I can't really tell but I believe you should have a type 1 government in your capital though.

Haha, you chose Iberia. They don't have any troops in most of their cities as I recall. Maybe 2? The next version, if the new recruitment bug doesn't ruin everything, should give Iberia some troops. I suggest a nice Gaulish nation, or swezboz.

Ha ha... leave it to me. Right now I'm capturing some Cartaginian cities, and I can recruit troops there without having done anything. Wierd, eh?

Actually, if you can trust the recruitment guide earlier posted, you should actually be able to destroy your lvl 3 govt building and build a quick 4 lvl and should still be able to recruit the same troops. Try that. However, that will limit your economy heavily, so if you want to spend the time, you have to build a type 1 govt in any province possible.

Its just wierd because the recruitment guide for iberia lists that native iberian troops can only be trained by your faction with a lvl 1 or 4 govt. Yet as Carthage you can recruit the same troops in the same provinces with lvl 2, 3 or even 4 for certain troops. So if your cities don't start with a type 1 or 4 govt, you will be screwed on troops. If you know how, I would simply go into the export_descr_buildings.txt file and add recruitment of all Iberian troops to Iberia with lvl 2 and 3 govts.

It's a bug. Iberia faction requested type3 govs, but I think their governments still need revision and we definitely will be having type1 govs in their cities to start the game for the next build. Thanks for reminding us though - we have few people testing this faction it seems and it's one of the most incomplete ones.
