no, I started fresh game, and I thought velites didn't show up till the first roman reform, so should rebels get to recruit them/spawn them earlier than that?
My experience with rebels in Italy were that they all had low status Camillian units and Samnites - e.g. Leves, Rorarii, Samnite spearmen. I never actually played to the Polybian reform so I don't know how that changes things.

I edited them to leves in descr_rebel_factions. In notepad choose to replace "velites" with "leves". After the reform you might want to switch back
I've seen rebel armies composed soley of about four units of Velites right at the begining of the game too. You can then bribe those armies and those Velites will join you, but you can't retrain them (save for a weapons upgrade obviously). Seems a little odd. Has to be a bug surely.
