So i conquer this province as Rome, and i think, its in Italy proper, home province surely, but there is no home province resource and no expansion one either. I can only built level III and IV governments there. This can't be right surely?
It has to be at least expansion (level II) worthy, but something tells me it should be a home province.
Also unrest seems to be inexplicably high here, though this may well be a function of not having the better governments for all i know.
In addition to that, in the islanes of Corsica and Sardinia, i can recruit no troops, i have leven two governments and fairly advanced barracks, but the only troops i can recruit there are post-reform troops, not even native ones are available. Is this meant to be this way?
I apologise if these have been brought up before.
Otherwise this is a great mod as it is, and has the potential to become one of if not the best.
