Default RTW 1.5 Bug: Armies pacing back and forth

Playing through a long campaign I noticed the Brutii armies just started pacing back and forth, never getting to a particular destination. By the time I had beaten the game they still had not taken Macedon because they're armies could never get to the battlefield. I think I heard of this in BI but it seems that it's in vanilla RTW as well. It doesn't discrupt gameplay too much except it can make it too easy. If you play as one of the Roman factions, you'll have an easy time taking out Brutii because they will not have expanded much. If you play as one of Rome's enemies, it will also be easier because Brutii will be too busy trying to get it's armies to Macedon instead of fighting your faction.

This sounds like quite a major problem, seeing how the Scipii often take Sicily, Carthage, Thapsus and just stop. This would make the Julii game ridiculously easy.

    Maybe they're patrolling their borders?

Why? If you're modding you might as well mod them to be your possessions from the beginning. Anyway, how do you deal with the Senate army standing one turn's distance from your capital?
