It will be Oblivion with guns n mutants. But if they improve the voice-acting, characters and plot from Oblivion as much as they improved them from Morrowind to Obivion, it might just be a very good game.
I'll say one thing for Bethesda - they just don't do small. They should at least get the epic quality required for a Fallout. They are also capable of some of creating some of the dark, freaky qualities that Fallout requires (think of Morrowind's Daedric ruins in a sandstorm or indeed Oblivion itself).
