I know that you are adding a second reform, when you can finally build all the late game units (like segmentata legionaries). What triggers the principate reform? Is it when you win the Roman Civil War?
Also, which units do you "keep" from the previous reforms? It can probably be assumed that we won't keep Hastati or Triarii after the Marius or Principatus reforms, but which ones do we keep? For example, will we still be able to train Sagittari Auxiliaria or Antesignani if we're in the Principatus reform?
I can't give you all the details, but in fact we're having three reforms. As indicated in the Gens threads the criteria are currently date-based rather than dynamic. The Marian reform replaces most (though not all) of the Roman troops, the subsequent reforms tend to add more troops and upgrade the legionary rather than take them away.
