In RTW V1.5 - No Mods I have observed:

- Red face occures at 70% Public Order or below
- 70% has no riot. It is OK.
- 65% and below and the first turn is riot
- 65% and below and second turn is usually rebellion
- Big towns have more squallor so more likely to have order problems.

So a technique I currently employ in those cities that are borderline or beyond is let it riot for one turn. And big time. 0% public order (high tax and no garrison to speak of). Then recover it the next turn. The high tax turn is one where the govenor is in place and completes a building. He will gain some positive trait but at some risk from death due to the riot.
Most of my riots are in large, and huge cities. In large ones, they get worse at around 23,000 and of course kill a few thousand civilians and cannot upgrade, but they continue to riot.

I'd really like to see the riots just modded out. I seriously doubt that riots took place in these cities with the frequency and severity shown in this game. As I said in another thread, I lose more troops to riots, and sustain more damage to buildings in riots, than in combat.

Then it costs a fortune to repair the damage. No sooner do I get the buildings repaired and troops retrained, then the idiots riot again.

If riots cannot be modded out, an acceptable alternative would be to zoom in on the rioting city in "battle map" mode, find the rioters, and kill them all! I have had more riots tonight than battles. I'm really fed up with them.
