I have them too when I'm at my parents' place (like right now), I guess they must be adware related.
I'm using IE6 with my popup blocker disabled, so I can experience popup activity the same as all patrons; I've been "on" here for 7 hours now, and haven't seen one.
I strongly suggest you scan your machine with AdAware http://www.lavasoft.de/software/adaware/ and/or SpybotSearchAndDestroy.http://www.safer-networking.org/en/download/

Use Firefox as well, I made the switch and popups have decreased significantly (although they still bother me during arcade games).

I used have these not anymore though. It used to be "won money" or "click to get an xbox 360" etc.
If you do continue to use IE, for the love of god go to your options -> advanced tab & disable install on demand.
The M$ antispyware is actually quite good (cos they purchased somee other company...)

I never had or saw any popups on the ORG. I use Firefox.
