I'm thinking that the bandits thing is just irritating. Pirates even more so. Would it be a simple matter to make them occur in much greater strength, but with only 10% of the frequency? This way they would represent something more like uprisings

You dont see bandits the way I do. They are excellent for training your generals. They gain superior commander like nothing, and it adds some mix in the game. Sometimes when im playing a big faction I house a few cohorts of troops in a fort along the road. This stops (or seriosly slows down) invasion and when the bandits do come up, you can take them out (and sometimes earn a extra bonus- a new heir).
They shouldnt be too much of a problem, maybe you just hate micro-management (I love it).

If you search this or other forums for the word 'spawn' I think you will find part of what you are looking for. The rebel 'spawn' rate can be modded to alter rebel frequency.
I have not seen anyone ask for stronger rebels. Clearly we do get different strength rebels now - a couple of peasants up to small armies. So something might exist to tweak the rebel strength.
I like rebels for training. Although strategically they do get in the way of the main objective of capturing all the regions. Can become tiresome having to find and kill multiple rebels each turn.

thank you, i'll do that. I don't mind the concept of rebellions at all. It's just that the rebels appear far too often, and in such small forces that it is rare that they even give you a challenge, especially if you have a big empire. Dealing with them is like dealing with pollution in civ3, if you know what i mean. It's just a chore, which is annoying enough if you autoresolve, but on hard level i have to hand-fight them and this is just too tedious for me.
I will also hand-fight them in the early stages, and the exp bonus gained is useful, but once you have a medium to large empire, the reward:irritation ratio just swings too far to the bad side.
On the other hand, if you have them occur much more rarely, and in full, balanced stacks (or multiple stacks even), then it looks like a rural rebellion, one that may require divertion of forces to deal with, and a genuine challenge to boot.
One thing i really miss from MTW is Reemerging Factions. I wonder why they decided not to include that in RTW. After all, historically, many of Rome's toughest wars were provincial rebellions.
Rebels are fine if they are ambushing, as it adds some variation to the game. But I seriously hate those rebels that just stand outside a settlement or in the middle of a road like cannon fodder.
Easy way to deal with them is build a cheap army of skirmishers and maybe some light cav to take them out when they appear.
