Its al little bit misleading to say that... For instance, here in Ireland we have extremely HIGH employment. Europe is a collection of 25 different countries. Its not very easy to make a statement that fits most of them, forget all of them.

Hence why the EU is such a bad idea. To imagine that one monetry policy fits so many different countries is ridiculous.
