Hi Alex,
They way it usually goes is that you find people you frequently play with,
decide on a name & Hierarchy (if needed), then add the name in front of your username. F.e. you call your clan "pokerplayers" your name would be "pokerplayer_Alex_the_conqueror". Then you can make a site to attract more members and have a forum on it to discuss tactics.
Basicly, just play a lot with the same people,share part of a name and have goof un.

Register in tournaments. And no, you don't need to register it on any site. If you want it to appear in the ORG's clan list, you can send a PM to Rob the Bastard and he will take care about it, so goes for each other site.

Most Clans have websites or forums so I suggest you make one with a list of all your clan members names on and what game it is you play for example: http://www.leohonorius.com

Anyhow, something you should know is all tournaments are unofficial, ran by players on various forums.
Check out http://clanwarbelt.org and http://s9.invisionfree.com/Roman_League/index.php? for some good competitions. (theres loadsa mopre quality ones, just off top of my head)
