Try downloading and installing DirectX9c again:

Hit Start, click Run then type "dxdiag" and click OK. This will run the DirectX diagnostics. Click Yes or No is it asks about "WHQL" (not important).
The thing you are looking for is the version of DirectX at the bottom of the page (under System tab). What is it?
If you like, click the Save All Information button and sae the resultant text file say to your desktop. Not sure if you can attach files to this board. If not, open the text file (dxdiag.txt by default), then copy/paste the contents here.
Also with the dxdiag tool, you can click the top tabs under Display and Sound and run DirectX compatibility tests. Useful stuff.
