No, if you have a license(a copy of RTW), you are not allowed to crack the Source Code.

A "license" does not necessarily mean just a copy of RTW. Software generally has different types of licenses; single-user licenses (purchased box from a store), site licenses (purchasing, say, Microsoft Windows XP for multiple computers in an office to use) and so on. As such, a license to modify the game's engine would probably be somwhat expensive, since that's what many game companies do to base whole games on.

That said, I strongly doubt CA would care all that much that you're editing their hardcode, as long as your mod still requires the user to own RTW. However, it would be a heck of a bummer to have taken the time to decompile all the source code, modify it to taste and then recompile it for download, only to be slapped with a Cease and Desist notice from CA. Hence why most RTW modders don't bother.
