Star Wars Empire at War does a good job of melding a strategic map with tactical battles. all of it in real time.

the bigger maps have 40+ planets, which act like provinces. you can upgrade their economy, and unit building facilities. it has both space and land battles, and you can even get admirals/generals which increase the health of all your units. another plus is it has a very active mod community. a nice side effect of being a star wars game, always plenty of nerds that know what they're doing want to tinker with it .

a good site if you're interested in strategy and star wars.

What you can't do though is have more than 2 players, otherwise during a battle the other players will be waiting for ages before the next turn.

Star Wars Rebellion was before Empire at War (LONG before) and had turns ticking by at a rather fast rate, it was similar to the map interface on Empire at war and had a 2 person head to head. The only fighting you did was with the other player.

This wouldn't work as well with a Total War game though because the diplomacy is half the fun on the campaign map, there is nothing so satisfying as knocking off a nearby nations general without them knowing. Though I would still be overjoyed if someone did implement some form of campaign multiplayer function.

I remember reading about mini multiplayer campaign maps in M2TW in gamespot interviews, if I did remember correctly that is... Not sure how it will work though.
