I was wondering if it'd be possible, for the romans at this point, to script in rebellions and civil wars in order to make their campaign a bit harder.
In the years when major rebellions or wars broke out throughout the empire: such as the beginning of Caesar's reign and then again for Octavian or a bit later with the legions on the rhine rebelling and trying to enthrone their own emperor....
Would it be possible in these historic years to have either: the provinces, ones that you control at this time that match historical uprising, rebel and join the rebel faction and are more prone to attack you and your cities - or to have provinces under a certain level of civil order (sorry I cant remember the term for city content) would rebel on those years?
This way you always have an internal hidden threat and are forced to watch your provinces and border territories more intently in fear of revolution.
