Are you playing with a downpatched RTW Gold (RTW 1.5 with zipped RTW 1.2 Patch)?
Of some unknowen reason the flags aren't shown correctly (only these gray boxes in the middle of the flag) on RTW Gold.
Re: Flags flying over cities on campaign map, some have no textures.
