It's not a problem that has been reported before as far as i have seen. That makes it seem like there was a problem that occurred during the download of the mod itself. It is not some problem that we can say "go to the text in line so and so of such a file and replace it with X". If the download is a clean one, and the build is a clean 1.2 one with no other mods and no other patches, then it will work. I don't know what else to say besides that.
did you also delete map.rwm in the imperial_campaign folder?
This is a post by a guy names raul_duke on the Rome Total War Heaven Forum. Doing this fixed my problem. Hope it helps you.

Suggest back up those files. There are a lot of .dll`s there.
