Settlements
This may seem like a stupid question to most of you but not for me alright. Can you build settlements? And if you can how do you do it? I just got Eras and it is my first time to play RTW and I couldn't seem to find an answer to my question anywhere. Maybe I'm not looking hard enough. Any help will be appreciated.

No you can't build settlements. All you can do is build current settlements up.

A general can build a fort.
This looks a bit like a walled town.
Costs 500. It doesnt earn or cost money to maintain.

In those forts as long as there is a general you can recruit merc's like you would soldiers. It'd be good if you could make cities.
