Segfestica recruting

Playing as the romans. I have built barracks, governemnt buildings galore and still can't recruit so much as a levee. What's up?

Two possibilities:

1. Recruitment is FUBAR in the current public build.

2. Where is Segestia? It might not be in an area where the older Roman armies could recruit. Try not to expand a lot before the Polybian reforms; recruitment will be problematic.

It may just be a province without much that we have gotten made yet (units I mean). I don't know what all is on the book in those illyrian regions, especially the ones that are closer to gallic.

As of now, playing the Romani, Illyria (Segestica/Dalminion) is hopeless for recruitment. Nothing there. Same goes for some of the Getai provinces, only Mala Gaeroas available. All Qarthadastim provinces in Africa and Sicily as well. Korsim and Sardin also. Northern Hispania is also blank, if you want Caetratii and Scutarii for garrisons and armies, you had best capture Emporion and Arse.

You can get Luqoe*sp**the basicly spear warband* as the Averni in northern ibera and also in sardinia,corscia, and palma
