Main one you need is in Rome - Total War/preferences and / or
Rome - Total War/BI/preferences the file called preferences.txt
has most of the options inc. graphics display sizes, unit sizes etc.
There also seems to be an unlocked.txt generated in the relevant campaign folder that I think might stop you having to fight tutorial campaign again - not entirely sure about that but you may as well copy it.
EDIT: sorry just realised you probably meant keyboard shortcuts - and that answer probably didn't help - got confused over key i.e. important versus key i.e. keyboard...

Not used mods before? Looking for something small and fun?!Download the:
today i reinstalled the game a second time and tried again with the keys.dat file and what i found out is that it was the shortcuts file. i must have screwed something up last time i replaced them.
probably this: when you have installed the game it dosen't have any keys.dat file. when you start it up the first time it creates those so if you insert your saved key settings copy before first start it overwrites em with the default settings. this time i overwrite the default created with mine and it all worked fine so i belive its like this.
