First things first is the windows installer service running?
Do ctrl + alt +del, look at running processes. If there is a process running called "msiexec.exe" then it is running.
Next refer to this page and follow the recommended solutions:

If this still fails to provide any solution open your MTW disc, don't autorun it, and search for the installation program, possibly called "setup.exe" and run that. If that still fails you will need to provide more info about your system, but try all of the above first.
