Default On the Feeding and Breeding of Governors and Generals - a question

i've read this guide 'On the Feeding and Breeding of Governors and Generals' which is in the guides section - it's great

the problem is that some of the advice described there, if applied, give immediate common results in RTW, but in BI they don't seem to work

let's take e.g. this one: 'Completing any building at all gives your governor a 20% chance of becoming a ‘Good Builder’, and an 8% chance of developing ‘Architect Skill’. In particular, completing buildings while your tax level is ‘very high’ gives you a chance of becoming a ‘Good Administrator’, and (if your ‘face’ is blue) a ‘Good Taxman’. Conversely, NOT building (when you have cash to do so) gives you a 3% chance per turn of becoming a ‘Bad Builder’. Also, completing a building when your tax rate is unnecessarily low gives you a 15% chance of moving up the 'Bad Taxman' scale.'

    - what is described here happen very often in RTW and i've often used it to gain good traits, but i've been playing one of the BI campaigns and in spite of me countlessly applying the above advice, i can never see the described results, i know it's a 20% or 8% chance, but still, it's strange, in RTW i have a few governors and it's enough to wait 2-4 turns doing what is described there and you're bound to get some good traits, but in my BI campaign i've been waiting about 10 years and there's still nothing :(

does this guide refer only to RTW, or also to BI?
