Here's an idea for all factions (not simply Romans): make it so that the faction leader gives you an empire-wide bonus or penalty.
For example, if you have a highly influential war hero who's an administrative genius as your faction leader, all of your settlements should receive some sort of bonus in those and other respective areas.
Conversely, if you've got a Caligula for emperor, all of your settlements should suffer grievously in a variety of ways.
This way you'll have to involve yourself more in selecting heirs. You'll have to use a lot of foresight when you play the succession game.
