I agree that CA can either make these missions superficial (you just get some money as a reward for what was a major GA in MTW) or make them substantial (there is a game mode where completing major missions can lead to victory, basicallly GA2).
Maybe I missed the info tidbit on this, but as far as I know they havent released much info on this area of the game. I think CA is well aware of the desire of the playerbase for more structured campaigns with victory conditions other than conquer everything, and Id say the only reason they'd conceivably not implement them in MTW2 would be some kind of crazy limitation in the RTW engine that prevents them from coding it in...
